Raine Carter joined Highland Clinic in 2021 as a member of our Oncology team. Prior to joining us she worked in primary care as well as the specialties of nephrology and sleep medicine. She focuses on providing quality care that is both compassionate and individualized.

Raine was raised in the small town of Zwolle, Louisiana. She obtained her Bachelor of Nursing Science degree Summa Cum Laude in 2013 at Northwestern State University. Raine then spent her early nursing career working in the surgical ICU. She graduated with her master’s degree in 2017 from Northwestern to continue her career as a Family Nurse Practitioner. In 2020, she obtained her doctorate degree in nursing practice.

She currently resides in Bossier City with her husband and two children.

Victoria Chapman is an Advanced Practice Registered Nurse specializing as an Adult- -Gerontology Nurse Practitioner Certified. Born and raised in Monroe, Louisiana, she discovered her passion for nursing early on. Victoria embarked on her educational journey at Northwestern State University, earning her Bachelor of Science in Nursing in 2013. Throughout her undergraduate years, she actively participated in Tri Sigma, the Student Nursing Association, and Sigma Theta Tau, demonstrating her commitment to both academic excellence and community involvement.
With a decade of nursing experience under her belt, Victoria has dedicated four years to specializing in Oncology/Hematology, where her compassion and expertise have positively impacted countless patients and their families. In 2024, Victoria achieved a significant milestone by graduating from Northwestern State University with a Master of Science in Nursing, further enhancing her ability to deliver comprehensive care and advanced treatments.
Victoria’s professional achievements were recognized in 2023 when she was honored with the prestigious 15 under 40 award in Minden, Louisiana, highlighting her leadership and contributions to healthcare. Beyond her career, Victoria is deeply rooted in her community, eagerly volunteering her time and skills to support various causes.
Outside of work, Victoria finds joy in family life with her husband Travis Chapman, their two children, and their beloved pets, calling Minden home. Together they share a love for outdoor adventures, exploring new places, and indulging in culinary experiences. Victoria is enthusiastic about serving the Minden and Shreveport areas, bringing her expertise, empathy, and dedication to improving the health and well-being of her community.
